Provides overall leadership of Human Resource functions in support of organizational goals. Participates with senior management in development of HR strategy and goals, then takes responsibility for their achievement. Recommends policy and oversees implementation. Responsible for recruiting and hiring of salaried employees. Oversees the administration of all employee benefits programs. Recommends plan design and plan providers consistent with parameters established by company. Oversees compensation plans in accordance with company parameters. Plays an active role in performance management. Serves as a resource to company managers in achievement of business unit performance objectives.
Responsible for the establishment, documentation and communication of employment policies consistent with company philosophy and all legal requirements. Interprets company policies for all employees.
Responsible for the development, documentation and communication of management policies and procedures related to the human resource functions which ensure consistent application and implementation of company policies and emphasize performance management throughout the organization.
Through interaction with managers and employees, recommends annual and quarterly HR goals. Responsible for the management of resources necessary to achieve approved goals. Provides written status reports and verbal reports no less than monthly.
Responsible to maintain up to date job descriptions for all salaried employees. When a new position is created works with responsible manager to assure complete job description, skill requirements and behavior descriptions for position to enhance employee selection.
Aggressively solicits internal and external candidates from relevant sources to fill approved salaried positions. Develops and places appropriate advertising. Arranges for recruiting and screening of applicants to ensure adequate flow of qualified candidates in timely fashion. Participates in the interview process and ensures managers are well trained in interviewing techniques to assist in candidate evaluation. Participates in final selection of key positions.
Assists on as needed basis in recruiting of full time hourly employees to ensure adequate availability of qualified candidates.
Prepares and extends all offers of employment for salaried and full time hourly positions. Develops orientation and initial training programs for salaried employees and oversees completion of same.
Oversees all benefit plans (including FMLA, STD, LTD, health insurance, Section 125 plans) to ensure plan design is consistent with market conditions and are cost effective. Monitors trends in benefit plans to identify plan design features which should be incorporated. Administers retirement benefit plans (Employee Stock Ownership Plan, Profit Sharing Plan and 401(k)). Determines eligibility for plan participation, vesting, administers loans and withdrawals in accordance with plan provisions. Serves as liaison between record keeper and employees. Oversees the distribution of statements, notices and reports to participants. Oversees assigned third party providers to ensure satisfactory performance levels. (RHI, Great West)
Together with broker or third party adviser, conducts annual review of group medical costs, benefits and service levels in support of plan renewals. Supports CFO in the development of renewal strategies and solicitation of proposals. Participates in evaluation and recommendation of benefits providers. Communicates changes in benefits with employees.
Administers compensation program in accordance with established parameters. Conducts market research to update plan on routine basis. Oversees annual salary adjustments in accordance with established salary policy.
Maintains routine dialogue with all employees in order to enhance employee relations and communications.
Responsible for the Houston telephone switchboard equipment and personnel. Oversees the maintenance and replacement of all office related capital equipment (other than IT equipment) for Houston office. Participates in selection of office related capital equipment in branch locations as assigned.
Oversees all corporate level purchasing and service contracts for office equipment and supplies.
Prepares salaried payrolls.
Administers drug testing program for salaried employees.
