CONTROLLER (CPA)

General Summary
Responsible
for the overall management of cash
investment portfolio, accounting, financial reporting, and fiscal
operations.
Principal Duties and Responsibilities
(*Essential Functions)
1.
*Select and supervise
staff to insure that all of the department
'
s responsibilities and activities are performed according to the policies
and standards of management.
2.
*Formulate
departmental policies and procedures, and recommend changes for policies
and procedures.
3.
*Coordinate
accounting, reporting, and fiscal operation activities with the
staffs of the Harris County Auditor, Harris County Treasurer, and
Harris County Financial Services.
4.
*Establish, review,
and modify accounting procedures and practices as mandated by the
American Institute of CPA
'
s, Governmental Finance Officers
Association, Governmental Accounting Standards Board and Securities
Exchange Commission.
5.
*Insure that all
communication, correspondence, receipts, disbursements, and other
activities involving customers, vendors, and employees are performed
in a cooperative, harmonious manner while maintaining proper
controls and safeguards on company assets.
6.
*Maintain close
liaison with executive and departmental level management and fiscal
agencies, at various levels of government, as well as customers and
vendors.
7.
*Develop annual
budget, monitor and control adherence thereto.
Also, monitor the Executive
department
'
s monthly activity.
8.
*Formulate investment
policies and procedures and ascertain adherence to such policy.
Coordinate with Harris County Financial Services the
investment of operating cash and report quarterly on results of
investment activity.
9.
Assist in the
formulation and implementation of effective financial strategy
10.
Ascertain that all
monies, physical assets and other property are properly accounted
for and safeguarded and keeps his/her director informed in a timely
manner of issues in such financial position.
11.
*Coordinate all
activities related to the sale of all G.O Bonds, Revenue
Bonds and commercial
paper.

12.
Supervise the accounts
payable department.
13.
Prepare the
Transmitter Letter and MD&A section for the annual CAFR and
review all other sections of the CAFR.
Job Specifications
1. Bachelor’s degree in Accounting
and a minimum of five (5) years experience as a Financial Officer or
Controller.
2. Must be a Certified Public
Accountant.
3. Must have a minimum of five (5)
years of supervisory experience in an accounting environment.
4.
Must have good working knowledge of Governmental Accounting
Standards Board,
Financial Accounting Standards Board Pronouncements,
sales tax regulations and IRS
rules relating to payroll and arbitrage.
5. Must have excellent written and
verbal communication skills.
6. Must have excellent computer
skills and proficiency with Microsoft Office.
Working Conditions
The
working environment is generally favorable.
Lighting and temperature are adequate, and there are no
hazardous or unpleasant conditions caused by noise, dust, etc.
